In a major decision, the Indore bench of the Madhya Pradesh High Court has directed the National Testing Agency (NTA) to re-conduct the NEET-UG 2025 exam for students who faced disruptions due to a power outage during the entrance exam on May 4.
Who Will Get the Re-Test?
Only those students who filed writ petitions before June 3, 2025, the day the provisional answer key was released, are eligible for this re-test. The decision does not apply to students who approached the court after the NEET result declaration.
What Happened?
More than 100 students from Indore and Ujjain filed petitions claiming that a thunderstorm led to electricity failure at several NEET exam centres. They alleged that they were forced to take the exam in near-dark conditions without proper lighting or backup, which affected their performance and mental focus.

What Did the Court Say?
Justice Subodh Abhyankar, who passed the judgment, acknowledged that even a short disruption of 10 minutes during the three-hour exam could disturb a student’s mental state and focus. The court ruled this was a violation of the right to equality under Article 14 of the Constitution.
Although the NTA submitted reports suggesting minimal disruptions with emergency lights or daylight available, the court noted that the psychological impact of poor lighting can’t be ignored. Moreover, NTA failed to submit CCTV footage from the centres, which is mandatory under examination guidelines.

Court’s View on NTA’s Argument:
The NTA argued that a re-test would be unfair to others and logistically difficult. But the court dismissed this, saying that with NTA’s large resources, it can easily conduct a re-test of the same difficulty level.
What’s Next?
- Re-test will be conducted soon for eligible students.
- Ranks of these students will be decided only based on their re-test performance.
- Ongoing NEET counselling will continue, but will be subject to the outcome of this re-test.
