Raipur: The Shri Rawatpura Sarkar Institute of Medical Sciences and Research (SRIMSR), Raipur, is under investigation by the Central Bureau of Investigation (CBI) for allegedly using fake patients and fake doctors to obtain recognition from the National Medical Commission (NMC).
According to media reports, the college admitted healthy villagers as patients and hired fake doctors to meet the OPD, IPD, and staffing requirements set by the NMC. In return, villagers were paid small amounts, while bribes were allegedly offered to NMC inspectors to secure a favourable inspection report.
How the Scam Worked
The CBI investigation revealed that the college brought healthy people from villages like Pacheda, Tulsi, Cakhtra, and Bhakhara by bus. Agents, often local youths or health workers, registered them as patients in exchange for money, typically ₹150–₹200 per person. A portion of this payment went to intermediaries, while villagers spent the day lying in hospital beds pretending to be sick.

Some villagers told the media they had participated multiple times over the years, even without any illness. They said the college provided transport, registered them under fake names, and created false medical records to show inflated patient numbers during inspections.
In addition, reports claim the college presented final-year and third-year MBBS students as faculty members to make the hospital appear fully staffed.
Bribes to Inspectors
CBI sources said the NMC inspection dates were leaked to the college in advance. Before the visit, bribes were allegedly sent to inspectors and officials through hawala channels. Inspectors reportedly performed only a formal check without questioning patients about their conditions, enabling the hospital to pass the inspection.
The investigation also linked bribes to officials in the Union Health Ministry and NMC’s recognition branch. The CBI alleges that such corrupt practices have been ongoing for over three years.

Arrests and Raids
On July 1, 2025, the CBI trapped and arrested six people, including SRIMSR Director Atul Kumar Tiwari, while exchanging ₹55 lakh in Bengaluru. The FIR also named the college Chairman, Ravi Shankar Maharaj.
Raids at over 40 locations uncovered a wider bribery network involving 35 accused persons, including government officials, medical assessors, and intermediaries. This network reportedly extended to seven medical colleges across different states.
Government Response
Chhattisgarh Health Minister Shyam Bihari Jaiswal said the state government is conducting its inquiry into how such licenses were granted. He assured that all actions will follow official guidelines and that strict measures will be taken against those involved.
The CBI has stated that this case is part of a larger pattern of collusion between private medical colleges and officials to manipulate the regulatory process in India.
