HP MBBS Admission Scam: Worried about the growing misuse of Himachal Pradesh’s MBBS state quota, Chief Minister Sukhvinder Singh Sukhu has asked the Health Secretary to launch a full probe into allegations of fake Bonafide Certificates.
The decision came after a NEET UG 2025 aspirant’s family met the Chief Minister and claimed that students from states like Delhi and Punjab had used forged residency documents to grab seats meant for Himachali students.
CM Sukhu took the matter seriously and ordered an immediate fact-check. He assured strict action against anyone found guilty. “We will not let anyone steal the future of our students. Himachali students deserve their rightful seats, and we won’t allow fraud in our education system,” the Chief Minister said.

HP MBBS Admission: The State Quota Rule
To safeguard the interests of local students, the Himachal Pradesh government had implemented a policy two years ago requiring that to be eligible for 85% of MBBS seats under the state quota, a student must have studied in a recognized Himachal school for at least two out of three classes, 10th, 11th, or 12th.
The rule was aimed at ensuring that students who have spent a significant part of their schooling in the state benefit from its limited medical education resources.
Allegations of Fake Bonafide Certificates
According to the complainants, students from outside Himachal submitted fraudulent bonafide or domicile certificates to claim state quota eligibility. It is alleged that these students, despite not fulfilling the minimum schooling requirement in the state, gained admission in Himachal’s government and private medical colleges, denying deserving local candidates their rightful seats.
The family that raised the issue also submitted evidence of forged documents to the Chief Minister and demanded immediate redressal.
Each year, hundreds of students compete fiercely for MBBS seats under the state quota in Himachal. With only a limited number of seats available, the alleged fraud has sparked outrage among local aspirants and their families, who feel cheated by the system.
The financial and emotional investment in preparing for NEET, along with the hope of securing a medical seat within the state, makes this issue particularly sensitive.

As per the Chief Minister’s instructions, the Health Secretary will:
- Verify the bonafide status of students currently enrolled in Himachal medical colleges under the state quota.
- Audit the admission records and educational backgrounds of the suspected candidates.
- Coordinate with the Department of Education and Revenue to validate domicile and schooling claims.
- Submit a detailed report to the state government within a set time frame.
Officials have hinted that legal action, including FIRs and cancellation of fraudulent admissions, may follow if the allegations are proven.
Expert Reactions
Education policy analysts have welcomed the decision. “This is not just about a few fake certificates; this undermines the entire merit system. The CM’s response is timely and much needed,” said Prof. Ramesh Thakur, a higher education expert based in Shimla.
Parents’ associations have also come forward in support, demanding a transparent public disclosure of the investigation’s findings.
The investigation is expected to begin immediately, and pressure is mounting on education and health authorities to tighten verification processes. In future, the government may consider digital verification of bonafide certificates, school attendance records, and cross-checking with CBSE/HPBOSE data to prevent such frauds.
For now, NEET UG 2025 counselling in Himachal continues under a cloud of scrutiny, with many awaiting clarity on whether new checks will be introduced before the admission process is completed.
