The Medical Counselling Committee (MCC) is all set to implement stricter verification rules for NEET UG 2025 counselling following a rise in document forgery and admission fraud cases. A recent student suicide in Latur after forging NEET scores and multiple reported scams have forced MCC to take urgent action.
Summary
- Cases of scorecard forgery triggered MCC’s review.
- MCC plans tighter Aadhaar-KYC, AI checks, and blacklists.
- The objective is to detect fraud early and preserve fairness.
- Students should prepare for thorough verification and potential delays.
NEET UG 2025: Document Forgery
The past weeks have seen alarming incidents of scorecard tampering. In Latur, a student ended his life after circulating a doctored NEET scorecard claiming 545 marks instead of his actual 170, using it to deceive peers and parents. In Udupi, Karnataka, another aspirant allegedly altered his result to boast an AIR‑107 rank despite scoring just 65, and even got featured in a regional newspaper, sparking a formal complaint to the NTA.
Recent investigations by the CBI have also exposed fake-score manipulation scams, where candidates paid huge sums up to ₹87.5 lakh to promise inflated marks. One such case involved two arrested individuals promising an increased score using alleged NTA connections.

Why MCC Is Acting Now
These high-profile cases have rattled public trust in NEET’s integrity. The MCC, under the Ministry of Health & Family Welfare, acknowledges that manipulated documents, fake marksheets, bogus domicile proofs, and forged category certificates can mislead merit-based allotment, hurting deserving candidates and undermining fair admissions.
MCC to Tighten Rules: New Verification Measures
MCC will introduce the following reforms for 2025 counselling:
- Aadhaar-based e-KYC: Biometric or OTP-based Aadhaar verification at registration and during document checks.
- AI-powered document screening: Automated scrutiny of uploaded certificates to flag anomalies like altered fonts, missing QR codes, or inconsistencies.
- NMC oversight: The National Medical Commission will support verifications and intervene when documents appear suspicious.
- Blacklists: Students or institutions found guilty of fraud will be banned from counselling for 3–5 years.
- Enhanced audit trails: End-to-end logging of uploads and verifications to create better accountability.
These steps follow calls from educational bodies and state leaders, including the Assam CM, for stronger safeguards and transparency in NEET and counselling processes.
What This Means for Aspirants
- More document steps: Counselling will take longer due to detailed checks. Applicants must upload all certificates early.
- Strict proof compliance: Even minor inconsistencies (e.g., QR code mismatches) could result in rejection.
- Better fairness: Genuine candidates will benefit as fraudulent entries are filtered out.
- Risk of delays: Provinces with fewer staff might see prolonged verification times.

Expert View
Mr. Sanjay Tiwari, an education consultant, explains: “AI-driven verification is a game-changer; it flags forgery reliably. But MCC must ensure verifications are swift to prevent unnecessary delays.”
A former NMC official, Dr. Shikha Rao, adds: “Aadhaar-based biometric checks deter fraud, but MCC must also train staff to deal with edge cases, like discrepancies caused by name changes, forgery detection isn’t enough; verification must be empathetic.”
MCC is expected to formalize these measures within days and publish detailed guidelines on the official portal (mcc.nic.in). With 12.36 lakh candidates fighting for 1.18 lakh MBBS/DDS seats, strict but transparent verification processes will be key to maintaining public confidence in NEET-based admissions.
