The Medical Assessment and Rating Board (MARBH) of the National Commission for Homoeopathy (NCH) has denied permission to State Homoeopathic Medical College, Parsapani (Godda, Jharkhand), to admit students in the BHMS undergraduate course with 63 seats (including EWS) for the academic year 2025-26.
The decision came after a physical inspection on June 24–25, 2025, followed by a virtual hearing on July 3, 2025. The board evaluated the college’s functional profile and found it failed to meet several minimum essential standards (MES-2024).

- The inspection team observed a significant shortage of teaching staff across several departments.
- The college did not meet the MES-2024 standards, which are mandatory for offering the BHMS course.

- No rehabilitation unit or physiotherapy equipment.
- X-ray machine, emergency room, labour room, and casualty room were non-functional.
- There was a severe shortage of essential medical staff, including:

Teaching Staff Shortages
- The Anatomy Department had no professors, associate professors, or assistant professors.
- The Physiology Department lacked 1 professor, 1 associate professor, and 2 assistant professors.

A total of 31 teaching positions were vacant.
Recurring Structural Issues
The commission has previously allowed conditional admissions to this college due to ongoing structural and faculty deficiencies. However, this time, the situation did not improve significantly, leading to a complete denial of permission for admissions.
Key Issues Highlighted by the Board
- Teaching staff salaries are not under NCH norms.
- The hospital lacks NABH accreditation, and its laboratory is not NABL-accredited.
- No cadaver is available for the anatomy lab.
- The Yoga Department lacks basic equipment and a male trainer.
- There is no emergency unit and no skills lab.
- The college also did not pay GST on the processing fee.
Appeal Option Available
The MARBH stated that if the college is dissatisfied with this decision, it may file an appeal before the National Commission for Homoeopathy within 30 days.
