The Directorate of Medical Education (DME), Chhattisgarh has released a detailed set of Frequently Asked Questions (FAQs) for NEET UG admissions to MBBS/BDS courses under the State Quota for the year 2026. The FAQs, available in both English and Hindi, clarify rules on eligibility, domicile, counselling fees, security deposits, service bonds, and seat-leaving penalties.
Candidates applying for State Quota seats in Chhattisgarh through cgdme.in must go through these guidelines carefully, as they address several common queries related to registration, documentation, and admission procedures for MBBS, BDS, and other medical courses.
Eligibility and Domicile Requirements
To be eligible for State Quota seats in Chhattisgarh, candidates must:
- Hold a valid NEET UG 2026 score
- Possess a Domicile Certificate issued by a competent authority such as a Tehsildar or SDM
- Have passed Class 12 (10+2) with Physics, Chemistry, Biology, and English
- Meet minimum aggregate marks in PCB: 50% for Unreserved/EWS, 40% for SC/ST/OBC, and 45% for General-PwD
Students from other states are eligible only for Management Quota seats in private colleges and cannot apply for Government Medical Colleges or State Quota seats in private colleges. The minimum age for admission is 17 years by December 31, 2025, with no upper age limit.
Importantly, PwD certificates must be issued by the State Medical Board through the Directorate of Medical Education, Chhattisgarh; NMC-recognised disability certificates from outside the state will not be valid. Similarly, category certificates (SC/ST/OBC) must be in the Chhattisgarh state government format, and candidates cannot switch from Unreserved to EWS status during registration.
Registration Process and Application Fees
Candidates who miss early counselling rounds can register afresh at the start of each subsequent round (Round 1, Round 2, Mop-Up). The online application fee structure is:

The security deposit is refundable if a candidate is not allotted a seat, or joins the allotted seat. However, it is forfeited if a candidate is allotted a seat from the second round onward and fails to report, is found scrutiny-unfit, or leaves the seat. Candidates whose deposit is forfeited in Round 2 can still participate in Round 3, provided they were scrutiny-fit for their Round 2 seat, but they must pay the security amount again.

Students admitted to Government Medical Colleges must sign a mandatory service bond requiring 1 year of state government service after completing MBBS. This bond does not apply to Private Medical College admissions or BDS courses.
Penalty for breaking the service bond:
- Unreserved (UR): ₹25 Lakhs
- Reserved (SC/ST/OBC): ₹20 Lakhs
Seat Leaving and Course Discontinuation Penalties
- Free exit without penalty is generally available only in Round 1.
- Once a candidate joins a seat allotted in Round 2 or holds a seat past the resignation deadline, resigning without penalty is not allowed.
- Leaving the course midway after the Mop-Up round’s last admission date attracts a Seat Leaving/Discontinuation Bond, typically equal to the remaining tuition fee or a fixed penalty (e.g., ₹25 Lakhs), depending on the course and college type.

Fees are regulated by the State Fee Regulatory Committee (AFRC) under the Directorate of Technical Education, Chhattisgarh. Fees exclude hostel/mess charges and may vary slightly by college.
Document Scrutiny and Admission Rules
- Physical reporting with original documents at the designated nodal scrutiny centre is mandatory for all allotted candidates.
- A clearance receipt from the scrutiny committee is required before final admission.
- For Government college seats, reporting and admission are compulsory – failure to report or scrutiny-unfit status leads to debarment from subsequent state rounds.
- For Private college seats, admission is not compulsory, but scrutiny reporting is mandatory to remain eligible for later rounds. Declining admission after scrutiny means the same seat/college won’t be offered again in later rounds.
Vacant Seat Conversion Rules
- Vacant reserved category seats are converted as per Rule 8 of the Chhattisgarh State admission rules.
- Vacant EWS seats are automatically converted to Unreserved (General) category seats.
- For vacant Management/NRI quota seats, Chhattisgarh domicile candidates get priority over out-of-state applicants.
Other Key Points
- Re-registration is not allowed – candidates can register only once for the counselling process.
- To claim OBC status, an income certificate from any one of the last three financial years is required, along with a valid Chhattisgarh OBC certificate and domicile certificate.
