Haryana Medical Admission 2026: 5 Key Counselling Changes

The Directorate of Medical Education & Research (DMER), Haryana, has issued a public notice proposing key amendments to the counselling process for admissions to various medical education courses for the academic session 2026-27. The notice has been released by Yashendra Singh, IAS, Director, Medical Education & Research, Haryana, Panchkula.

Proposed Amendments

1. Deadline for Inclusion of Seats in the Counselling Process

Any institution that receives permission for new or additional seats after the last date of registration for the 3rd round of counselling will not be eligible for inclusion in the counselling process for the current academic session.

  • New or additional seats approved after the 3rd round registration deadline will be excluded
  • Applies to the current academic session only
  • Introduced to preserve merit and sanctity of the counselling process
  • Institutions must secure seat approval before the 3rd round registration cutoff

2. ESM Certificate Requirement

Ex-Servicemen (ESM) candidates must ensure their certificate meets the following conditions:

  • Must be duly signed by the Zila Sainik Board
  • Must be countersigned by the Rajya Sainik Board, Haryana, Panchkula
  • Certificates not fulfilling both conditions will not be accepted
  • Candidates are advised to verify their documents before applying

3. Admissions under OSC and DSC Categories

Candidates applying under reserved categories must apply strictly under the correct sub-category as per the Haryana Government reservation policy dated 15.05.2020.

  • OSC (Other Scheduled Caste) candidates must apply under OSC only
  • DSC (Deprived Scheduled Caste) candidates must apply under DSC only
  • Applying under the wrong category will lead to the cancellation of the allotted seat
  • Policy reference: Haryana Government Reservation Policy dated 15.05.2020 and subsequent amendments

4. Online Refund of Security Amount

The security amount refund process has been made fully digital for candidate convenience.

  • Refund will be processed completely online
  • Eligible candidates will receive the amount within one month of counselling completion
  • No manual refund process will be applicable
  • Ensures faster and transparent return of security deposits

5. Eligibility for Bachelor of Physiotherapy (BPT) Course

As per MoHFW, GOI letters dated 02.03.2026 and 08.03.2026, the revised BPT eligibility criteria are:

  • Minimum 50% marks in Physics, Chemistry, and Biology (PCB) in Class 12 for General Category
  • Minimum 40% marks in PCB for SC, ST, and Backward Classes
  • Criteria aligned with the national standard set by the National Commission for Allied and Healthcare Professionals
  • Haryana state admissions will now follow the same eligibility norms as prescribed by the MoHFW, GOI
