The Medical Counselling Committee (MCC) has issued a notice for all PwBD (Persons with Benchmark Disabilities) category candidates participating in UG Counselling 2026, following the release of new guidelines by the National Medical Commission (NMC) on disability assessment for MBBS admission.
What Are the New Guidelines?
The NMC has issued the “Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026.” These guidelines introduce a competency-based and function-oriented assessment framework, meaning eligibility for a PwBD seat will no longer be determined solely by the disability percentage or category shown on a candidate’s UDID card. Instead, Medical Assessment Boards will evaluate a candidate’s functional competency, taking into account reasonable accommodation, assistive technology, and advances in rehabilitation science.

Documents Required for the Eligibility Certificate
Candidates who wish to claim a seat under the PwBD category must visit one of the Medical Assessment Boards designated by MCC and submit the following:
- NEET UG 2026 score card demonstrating eligibility for the MBBS course.
- Permanent UDID card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment.
- Self-certified affidavit declaring functional abilities, in the format specified in Schedule-I, to be verified by the Board during assessment.
- Self-Certification Affidavit (Appendix-A) along with the affidavit specific to the candidate’s disability category, in the prescribed NMC format under Appendix-B to F.
Key Points Candidates Should Note
- The Eligibility Certificate will be generated based on the disability details on the UDID card and the affidavit submitted, subject to fulfilment of eligibility criteria.
- Only candidates who obtain the Eligibility Certificate from a designated MCC centre will be shown PwD seat choices during counselling.
- If a candidate’s UDID card or affidavit is found to be fake, the allotted seat will be cancelled and legal action will follow.
- The Eligibility Certificate is valid only for the current academic session.
- Candidates opting for a PwBD seat under the 85% State quota can approach state medical assessment boards, which will conduct evaluation as per the NMC Guidelines 2026.
Where Can Candidates Get Assessed?
Join NEET News 2026 MCC has designated Medical Assessment Boards across the country, including centres in Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad-region states, and several other states and union territories, each authorised to assess specific categories of disability. Candidates are advised to check the complete list of centres and the disabilities each one is authorised to certify before booking their assessment.
Candidates dissatisfied with a Board’s decision can also approach the Appellate Authority constituted by the Directorate General of Health Services (DGHS) for a review.
