New Delhi: The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) has issued a notification regarding admissions under the NRI quota for NEET UG 2025 counselling.
Following the Ministry of External Affairs (MEA) guidelines for the issuance of NRI Certificates by Indian Missions and Posts abroad, the MCC has clarified the procedure for NRI/OCI/PIO candidates or their children who did not declare their NRI status during NEET UG registration with the National Testing Agency (NTA).
Such candidates must email scanned copies of the following documents to MCC by 7:00 PM today, to be considered eligible for NRI seat allocation.

NEET UG 2025 NRI Quota: Documents Required
- NEET Score Card issued by NTA.
- Self-attested declaration stating the candidate is NRI/OCI/PIO or a child of NRI parents (template provided by MCC).
- OCI/PIO Card, if applicable.
- NRI Certificate issued by the Indian Embassy or Consulate for the candidate or their parent.
Candidates who already declared themselves as NRI during NEET registration do not need to resend these documents. However, all original documents must be verified at the time of reporting to the allotted medical college.
MEA: Eligibility for NRI Certificate
As per the newly issued MEA guidelines (included in MCC’s notice), an NRI Certificate can be issued for purposes such as:
- Admission under NRI Quota in Indian universities
- Financial transactions
- DTAA tax benefits
- Legal claims
- Government NRI schemes
Eligibility Criteria for Educational Admission under NRI Quota:
- Candidate must be:
- An NRI, or
- A child of an NRI, or
- A ward of an NRI (only if guardianship is proven).
- Ineligible relationships (not considered bona fide guardians):
- Uncles, aunts, cousins, grandparents, or siblings (unless legally appointed as guardians with MEA-verified affidavit).
NRI Certificate Issuance Procedure at Indian Missions
To apply for an NRI certificate from an Indian consulate or embassy, candidates must submit:
- Application form with photographs
- Valid Indian passport with immigration stamps
- PR card/work permit/immigration documents
- Proof of residence (e.g., driver’s license, utility bill)
- Purpose letter (e.g., medical admission under NRI quota)
The certificate will be valid for 1 year, renewable upon proof of continued stay abroad.
The MCC has warned that any false declaration will lead to cancellation of the allotted seat and legal action under Indian law.
All submissions must be completed within the 24-hour window. And today is the last day. Aspirants and parents abroad are also advised to coordinate quickly with Indian Missions to obtain valid embassy-certified NRI status documentation.
