It certifies that an Indian student who wishes to study medicine abroad (MBBS or equivalent) meets the eligibility conditions prescribed under the FMGL (Foreign Medical Graduate Licensing) Regulations, 2021.

Without this certificate, Indian students cannot pursue MBBS abroad or later appear for the FMGE (Foreign Medical Graduate Examination) in India.

The Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021, notified by the National Medical Commission (NMC) on 18 November 2021, lay down the eligibility criteria that Indian students holding a foreign medical degree must meet to obtain permanent registration and practice medicine in India.
