The National Medical Commission (NMC) has released an important public notice directing all existing medical colleges across the country to submit their Annual Disclosure Report for the renewal of MBBS seats for the academic year 2026-27 by 30th May. The notification was issued by the Undergraduate Medical Education Board (UGMEB) on May 13, 2026, and applies to all NMC-approved medical institutions holding a valid Letter of Permission (LoP) to run MBBS courses.
According to the official notice, the submission of the Annual Disclosure Report is mandatory under Regulation 4 of the Maintenance of Standards of Medical Education Regulations (MSMER), 2023. The report will play a crucial role in processing applications for the annual renewal of undergraduate MBBS seats for the upcoming academic session.
Submission Mandatory for Seat Renewal
The NMC has clarified that every eligible medical college must upload the required details through the official online portal before 30th May. Failure to comply with the instructions may affect the renewal process for MBBS admissions for the 2026-27 session.
The commission stated that all submitted information must be accurate, complete, and consistent with the data already shared with various NMC boards. Any discrepancy in information could invite scrutiny from the commission. Once the application is submitted, colleges will not be allowed to edit or modify the details later.
AEBAS Registration Necessary
In the notice, the NMC also highlighted that medical colleges which have not registered their AEBAS (Aadhaar Enabled Biometric Attendance System) with the commission will not be able to access the online submission portal. Usernames and passwords for accessing the system have already been shared with the designated nodal officers of respective institutions.
Additionally, the commission has advised institutions to carefully read the user manual available on the portal before beginning the submission process. The manual contains step-by-step instructions for completing the application and uploading required details.
Application Fee and Portal Details
Medical colleges are required to submit the disclosure report through the official NMC portal:

Along with the application, institutions must pay a fee of ₹3,54,000, which includes 18% GST. The payment can only be made through the online payment gateway available on the portal. The commission has clearly stated that no other payment mode will be accepted.
Deadline Fixed as May 30
The NMC has fixed May 30, 2026, as the last date for submission of the Annual Disclosure Report and payment of the required fee. The commission has strictly mentioned that no extension will be granted beyond the deadline under any circumstances.
The notice has been marked as “most urgent and important,” indicating the significance of timely compliance for all medical colleges seeking continuation of MBBS seats for the next academic year.
Official Communication Sent to States and Institutions
The notification, signed by Dr. Raghav Langer, Secretary of the NMC, has been circulated to Directors, Principals, and Deans of all medical colleges and institutions under the commission. Copies of the notice have also been sent to state medical education departments, directorates of medical education, and senior officials of the Ministry of Health and Family Welfare.
