he National Medical Commission (NMC) has ordered a detailed investigation into alleged stipend discrimination at JJM Medical College, Davangere, Karnataka. The Under-Graduate Medical Education Board (UGMEB) of NMC has directed the Karnataka Examination Authority (KEA), to conduct an inquiry and submit an Action Taken Report (ATR) within one week.
Allegations Raised by Medical Interns
According to complaints received by the NMC, intern doctors at JJM Medical College have alleged that stipends are being paid only to government-quota students, while those admitted through private and management quotas are being denied their rightful payments.
These grievances were formally submitted to the NMC’s grievance cell, prompting the commission to take immediate action.
In a letter dated October 3, 2025, UGMEB Director Dr. Sukh Lal Meena asked the DME Karnataka to investigate the issue and ensure that all interns receive equal and fair treatment regarding stipend disbursement.

Previous Complaints Over Unpaid Stipends
This isn’t the first time JJM Medical College interns have raised concerns about non-payment of stipends. In 2021, interns from the 2016 MBBS batch had reported that stipends had been withheld for over five months.
At that time, a dispute arose between the college management and the state health department regarding who was responsible for paying the amount. The confusion led to delayed payments and widespread dissatisfaction among medical interns.
NMC’s Stance on Equal Stipend Policy
The NMC has consistently emphasized that all medical interns, regardless of their admission quota, must be paid a uniform stipend during their internship period. The current inquiry aims to ensure that JJM Medical College adheres to this guideline and resolves the ongoing stipend disparity issue swiftly.
