NMC Revises PwBD Affidavit for Locomotor Disability in MBBS 2026

The National Medical Commission (NMC) has issued a corrigendum to the Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for admission to the MBBS course, 2026. The revision, notified by the Undergraduate Medical Education Board (UGMEB), updates Appendix-D of the guidelines, which covers the Locomotor Disability Affidavit.

What Has Changed

The corrigendum states that the Competent Authority has decided to revise Appendix-D, the Locomotor Disability Affidavit (Lower Extremity- Stability Components), of the PwBD Guidelines. All other terms and provisions of the original guidelines remain unchanged. Only the affidavit format under Appendix-D stands revised.

About the Revised Appendix-D Affidavit

The updated affidavit is a self-declaration to be furnished by candidates claiming locomotor disability benefits. It requires candidates to declare:

  • Personal details, UDID card number, and issuing authority
  • The specific disability and diagnosed condition
  • Whether an assistive device or artificial limb is being used

The affidavit also includes a functional ability declaration table where candidates must indicate their ability to perform basic physical functions, such as:

  1. Bearing weight and standing on both legs
  2. Bearing weight and standing on the affected leg
  3. Walking on plain surfaces
  4. Sitting on a chair unassisted
  5. Turning to the right and left

Candidates are required to affirm that they possess the essential competencies to undertake the MBBS course, and that any false declaration may lead to revocation of admission. The affidavit must be signed by the deponent and notarized.
