Bhubaneswar: The Odisha Joint Entrance Examination (OJEE) authority has released the detailed guidelines and instructions for counselling and admission to MBBS and BDS courses for the academic session 2026-26. All NEET-UG 2026 qualified candidates seeking admission to State Quota and NRI Quota seats in Odisha’s medical and dental colleges must follow the official process on the OJEE website, www.ojee.nic.in.
Who Can Apply
According to the notification, all state domicile NEET-UG 2026 qualified candidates are eligible for State Quota seats, while both state and outside-state NRI candidates who have qualified NEET-UG 2026 can apply for NRI quota seats. Candidates must be permanent natives of Odisha, or children of All India Civil Service officers serving in the Odisha cadre, and must have passed Class 12 with Physics, Chemistry and Biology/Biotechnology from a recognised board. There is no upper age limit, but candidates must be at least 17 years old as on December 31, 2026.
The minimum NEET-UG qualifying percentile varies by category -50th percentile for General candidates, 45th for PwBD-General, 40th for SC/ST, and 50th for SEBC, among other category-specific norms.
Reservation Policy
Odisha’s state reservation policy will apply during counselling: ST (22.5%), SC (16.25%), SEBC (11.25%), EWS (10%), along with horizontal reservations for PwBD (5% per category), Ex-Servicemen (3%), Green Card holders (5%) and State Government School students (15%). Candidates claiming reserved categories must submit valid, Odisha-issued certificates during document verification.
Documents Required
Candidates will need to upload/produce Class 10 and Class 12 certificates and marksheets, NEET 2026 rank card, photograph, nativity/residence certificate, relevant reservation category certificates (if applicable), and a signed admission bond.
Registration and Counselling Process
Join NEET News 2026 The process begins with online registration on the OJEE portal, where candidates create a login using their NEET-UG application number and personal details. A non-refundable registration fee of Rs. 1,000/- must be paid online. After successful document verification, candidates are placed in the State Merit List based on their NEET-UG 2026 rank.
Once listed, candidates must fill and lock their choice of course and college in order of preference. Seats are allotted purely on merit and choice, with candidates able to choose “Freeze” (retain the allotted seat) or “Float” (remain eligible for upgradation in subsequent rounds). The counselling will proceed through three rounds, followed by a stray vacancy round if seats remain vacant, subject to physical reporting at the OJEE office in Gandamunda, Bhubaneswar.
Fee Structure
As per the notice, the annual fee structure is as follows:
- Government Medical/Dental Colleges: Rs. 37,950/- per annum
- Hi-Tech Medical College & Hospital, Bhubaneswar: Rs. 11,56,000/- per annum
- Hi-Tech Medical College & Hospital, Rourkela: Rs. 8,54,000/- per annum
- DRIEMS Institute of Health Sciences & Hospital: Rs. 9,08,000/- per annum
- Private Dental Colleges (Hi-Tech): Rs. 3,00,000/- per annum
- NRI candidates: four times the applicable private college fee
- University Registration Fee: Rs. 3,500/- (applicable to all admitted candidates)
Hostel and other institutional charges may vary by college and will be collected separately at the institution level.
Bond and Withdrawal Rules
All admitted candidates must execute a bond on non-judicial stamp paper as per the Odisha Health and Family Welfare Department’s order. Candidates who withdraw before the designated withdrawal date will receive a 90% refund of the admission fee, with 10% deducted as processing charges. No refund will be granted after the withdrawal deadline lapses.
Key Advisory
OJEE has clarified that mere possession of a NEET rank does not guarantee a seat -allotment depends on rank, category, and choices exercised, subject to seat availability. The entire process is online, and candidates have been advised to regularly check the OJEE website for updates, as no individual communication will be sent.
