Odisha Joint Entrance Examination (OJEE) has issued an important notice for Physically Challenged (PC)/Persons with Benchmark Disabilities (PwBD) candidates who wish to participate in the 85% State Quota MBBS/BDS counselling and admission process for 2026.
The notice (No: OJEE/0383, dated August 4, 2026) informs all Odisha domicile NEET-UG 2026 qualified candidates that the National Medical Commission (NMC) has released new guidelines — “Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026” — which will govern this year’s PwBD assessment and counselling process.
Who Needs to Apply
Candidates holding a valid NEET (UG) 2026 rank who want to claim a seat under the PC/PwBD category — in MBBS or BDS courses at Government and Private colleges under State Quota Seats — must appear before the Medical Assessment Board constituted by OJEE.
Where and How to Apply for the Eligibility Certificate
Eligible candidates must visit the Medical Assessment Board of OJEE, located at LT-II, SCB Medical College, Cuttack, Odisha, and submit the following documents to obtain their Eligibility Certificate:
- NEET UG 2026 Score Card proving eligibility for the MBBS course
- Permanent UDID Card, issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment, Government of India
- A self-certified affidavit (Schedule-I format) declaring the candidate’s functional abilities, to be verified by the Board during assessment
- Self-Certification Affidavit (Appendix-A), along with the disability-specific affidavit as per NMC’s prescribed formats (Appendix-B to Appendix-F), depending on the candidate’s disability category
Key Points Candidates Should Know
- The Eligibility Certificate will be generated based on the disability details in the UDID card and the submitted affidavit, subject to the candidate meeting eligibility criteria.
- Only candidates recommended by the Medical Assessment Board will be shown PwD category seat choices during counselling.
- Submitting a fake UDID card or affidavit will lead to cancellation of the seat and legal action against the candidate.
- The Eligibility Certificate issued will be valid only for the current academic session.
- Candidates who fail to appear before the Medical Assessment Board will not be considered under the PwBD category, under any circumstances.
- The decision of the Medical Assessment Board is final and binding; final admission under the PwBD category will be made strictly as per the Board’s recommendation.
Disability Categories Covered
As per the NMC-prescribed affidavit formats attached with the notice, candidates need to submit disability-specific declarations for:
- Appendix-B – Hearing Impairment
- Appendix-C – Locomotor Disability (Upper Extremity – Coordinated Activity)
- Appendix-D – Locomotor Disability (Lower Extremity – Stability Components)
- Appendix-E – Mental Illness / Speech Disorders / Specific Learning Disorder (SLD) / Autism Spectrum Disorder (ASD)
- Appendix-F – Visual Impairment
Candidates with benchmark disabilities other than those listed above (for example, blood disorders such as Haemophilia, Thalassemia, Sickle Cell Disease, or chronic neurological conditions) only need to submit the general Self-Certification Affidavit under Appendix-A.

OJEE has stated that the detailed schedule for the Medical Assessment Board process will be notified separately on the official website. Candidates applying under the All India Quota (AIQ) should refer to the Medical Counselling Committee (MCC) website for relevant notices and updates.
