UP NEET Counselling 2026: New Reservation Rule, 4 Colleges Excluded

The Uttar Pradesh government has issued revised directions to the Director General, Medical Education and Training, for the remaining UP NEET Counselling 2026 process. Counselling will now follow the reservation system under the Uttar Pradesh Admission in Educational Institutions (Reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Act, 2006. Four government medical colleges will not be part of Round 2 and later rounds for now.

Why the reservation system has changed

The change follows an order of the Allahabad High Court in a write petition. The earlier counselling guidelines provided for a special component reservation system. The government has now decided to restart the counselling process with reservation applied as per the 2006 Act instead.

Decisions taken by the government

Decision	Details
Round 1 admissions	Students who have already taken admission in government or private medical colleges through Round 1 will keep their seats.
Reservation rule	Counselling will follow the reservation provisions of the UP Reservation Act, 2006.
Supreme Court challenge	The state will file a Special Leave Petition in the Supreme Court against the High Court orders in the related cases.
Four colleges on hold	Certain government medical colleges will be left out of Round 2 and later rounds until the Supreme Court gives its decision.
MBBS seat increase	Seats cannot be increased without permission from the National Medical Commission (NMC).

Medical colleges excluded from Round 2

For the 2026-27 session, the following government medical colleges will not be included in Round 2 and subsequent rounds of UP NEET UG counselling:

• Ambedkar Nagar
• Kannauj
• Jalaun
• Saharanpur

These colleges follow a reservation arrangement under a special attached scheme run by the Social Welfare Department of the UP government. They will be added to counselling only after the Supreme Court decides on the Special Leave Petition.

What it means for candidates

Students who were admitted to these four colleges in Round 1 will stay admitted. However, their admissions will depend on the final decision of the Supreme Court. Candidates taking part in Round 2 should note that seats in these four colleges will not be available in the choice filling list for now.

Round 2 counselling is scheduled as per the revised timetable released by the DGME. The merit list is due on 21 September 2026, and choice filling closes on 24 September 2026 at 11:00 AM. The seat allotment result follows on 25 September 2026, and admission runs from 26 September to 1 October 2026.
