UP NEET UG 2026-27: DGME Releases Debarred Candidates List

The Directorate General of Medical Education & Training (DGME), Uttar Pradesh, has issued an important notice debarring a list of candidates from participating in the UP NEET UG 2026-27 counselling process. The order, numbered M.E.-3/UGC-2026/1497, was issued on August 7, 2026.

What the Notice Says

According to the notice, the action has been taken under the provisions of the policy decision government order (Shasanadesh) No. 1/995234/2025, dated June 18, 2025, issued for admissions to undergraduate courses (MBBS/BDS) for the 2025-26 academic session. Clause 7(d), sub-clause VII of this order states that if a candidate is allotted a seat in the Stray Vacancy Round but does not take admission, their security deposit will be forfeited and they will be debarred from UP NEET UG 2026-27 counselling.

A second government order – No. 1/676928/2024, dated June 26, 2024 – was also invoked under point 10(b). It states that if a candidate at a government or private medical/dental college leaves the seat after the final round of counselling but before completing the course, they will be debarred from the admission process of the next academic session.

Based on these provisions, DGME UP has released two separate lists:

1. Not Reported Candidates (UP NEET UG 2025)

These are candidates who were allotted seats in the Stray Round or Special Stray Vacancy Round of UP NEET UG 2025-26 counselling for MBBS/BDS courses but failed to report and take admission at the allotted institute.

  • MBBS Course: 38 candidates across colleges such as Krishna Mohan Medical College & Hospital (Mathura), KMC Medical College & Hospital (Maharajganj), G S Medical College & Hospital (Hapur), Rohilkhand Medical College & Hospital (Bareilly), T.S. Misra Medical College & Hospital (Lucknow), Rajshree Medical Research Institute (Bareilly), F.H. Medical College (Agra), and others.
  • BDS Course: 13 candidates across colleges including Maharana Pratap Dental College & Hospital (Kanpur), D.J. College of Dental Sciences & Research (Ghaziabad), Chandra Dental College & Hospital (Barabanki), Kothiwal Dental College & Research Center (Moradabad), Kalka Dental College (Meerut), and others.

2. Resigned Candidates (UP NEET UG 2025)

These candidates were admitted through the final round of counselling but resigned from their allotted seats before completing the course.

  • MBBS Course: 13 candidates from institutes such as Autonomous State Medical College (Chandauli, Pratapgarh, Bahraich), Baba Raghavdas Medical College (Gorakhpur), National Capital Region Institute of Medical Sciences (Meerut), KMC Medical College & Hospital (Maharajganj), Teerthankar Mahaveer Medical College & Research Centre (Moradabad), ESIC Medical College and Hospital (Noida), Varunarjun Medical College & Rohilkhand Hospital (Shahjahanpur), and Prasad Institute of Medical Sciences (Lucknow).
  • BDS Course: 7 candidates from institutes including Teerthankar Mahaveer Dental College & Research Center (Moradabad), Kothiwal Dental College & Research Center (Moradabad), Faculty of Dental Sciences (KGMU, Lucknow), Subharti Dental College & Hospital (Meerut), and Kalka Dental College (Meerut).
