UP NEET UG 2026 Round 2 Counselling Guidelines Out

The Directorate General of Medical Education & Training (DGME), Uttar Pradesh, has released important guidelines for the Second Round of Online Counselling for UP NEET UG 2026. The guidelines were issued vide letter No. M0E-03/2026/1647, dated 12 September 2026, from the DGME office in Lucknow. Candidates participating in Round 2 counselling for admission to MBBS/BDS courses in government and private medical/dental colleges of Uttar Pradesh should go through the key points below.

Key Guidelines for Round 2 Counselling

• Seat allotment in Round 2 will be based on the Round 2 merit list.
• Candidates who were not allotted a seat in Round 1, or who took admission and want to upgrade, do not need to deposit the security money again to participate in Round 2.
• Candidates allotted a seat in Round 1 who did not take admission, or who resigned within the stipulated Free Exit period, also do not need to redeposit the security amount for Round 2.
• Only candidates who deposited their registration/security fee by the due date and whose documents were online-verified in Round 1 and Round 2 are eligible for choice filling.
• During Round 2 choice filling, vacant, not-reported, and resigned seats from Round 1 will be shown as Clear-cut Vacancy. Additionally, a Seat Against Cancellation (SAC) option will be shown – these are virtual vacancies that get allotted merit-wise if an already-admitted candidate is upgraded.
• Candidates may fill choices for government/private medical/dental colleges in order of preference, with no limit on the number of choices filled. Choice locking is mandatory after filling choices – candidates who do not lock their choices will not be included in the seat allotment process.
• No changes are permitted once choices are locked, and no representations on this matter will be entertained.

Rules on Upgradation and Seat Retention

• If a candidate gets a new (upgraded) seat as per their choices, the previously allotted seat is automatically vacated for another candidate. If no upgradation happens, the previously allotted seat remains unchanged.
• Candidates opting for upgradation must ensure they do not repeat their previously allotted seat in their fresh choices. If the earlier seat does get re-allotted to them anyway, they must report to the nodal centre and complete the admission process afresh, as before.

Admission and Security Deposit Rules

• Candidates allotted a seat through Round 2 counselling must take admission; failure to do so will result in forfeiture of the entire security deposit. Such candidates can participate in Round 3 only after depositing the security money again.
• Candidates admitted through Round 1 counselling who do not take admission on their upgraded Round 2 seat will also forfeit their entire security deposit.
• Candidates allotted seats in government colleges must report to the respective medical/dental college/institution/university, while those allotted seats in private colleges must report to the respective nodal centre to complete their admission process.
• Candidates admitted to private medical/dental colleges must submit the tuition fee via a CDS bank draft, payable to the Director General, Medical Education & Training, UP, Lucknow, at the respective nodal centre – failing which the admission will be automatically cancelled. • All allotted candidates must undergo a medical examination by the medical board constituted at the college/nodal centre.

The entire UP NEET UG 2026 counselling process – across all rounds – will be conducted as per Government Order No. I/1448377/2026/71-4099/1011/2022, dated 01.09.2026, and the provisions laid out in the official brochure.
