Dr. NTR University of Health Sciences (Dr. NTRUHS), Andhra Pradesh, Vijayawada has released comprehensive Instructions on Procedure of Counselling for admissions into MBBS & BDS courses under Competent Authority Quota (CQ) for the academic year 2026-27, dated 29th August 2026. The revised procedure is aligned with the MCC Counselling Scheme 2026 for AIQ, considering upgradation up to Phase-III.
Kinds of Competent Authority Quota Seats
- Seats in Government Medical and Dental Colleges (after contributing 15% to All India Quota)
- 50% of intake seats in Government Medical Colleges permitted from 2023-24 onwards
- Category ‘A’ seats (50% of intake) in Private Un-aided Non-Minority Medical and Dental Colleges
- Category ‘A’ seats (50% of intake) in Private Un-aided Minority Medical and Dental Colleges
- 126 seats in Sri Padmavathi Medical College for Women (SVIMS), Tirupati
NEET UG 2026 Qualifying Cutoff Criteria

Educational & Age Eligibility
- Candidates must have passed Intermediate (10+2) with Physics, Chemistry, Biology/Biotechnology and English.
- Minimum marks required: OC/EWS candidates – 50%; BC/SC/ST – 40%; OC-PwD – 45% (in science subjects).
- Candidates must complete 17 years of age as on 31.12.2026.
Counselling Structure: Phase-Wise Process
The counselling will be conducted in multiple phases – Phase-I, Phase-II, Phase-III (Mop-Up Round), and Stray Vacancy Round – for MBBS and BDS separately.
- Phase-I: Candidates exercise web options; PwBD and category seats are allotted first, followed by open-category allotment based on NEET merit.
- Phase-II: Fresh options are required; Phase-I joined candidates can only opt for better colleges (their reported college gets disabled). Unfilled/vacant seats from Phase-I are filled here.
- Phase-III (Mop-Up Round): Requires a Security Deposit of ₹50,000 to prevent seat blocking. Candidates allotted seats here cannot upgrade further and must join compulsorily.
- Stray Vacancy Round: For candidates not allotted seats in earlier phases; can be conducted in multiple rounds depending on vacancies.
Free Exit (Resignation) Rules
- Candidates can exit their Phase-I or Phase-II reported seat only within the University-notified schedule, by submitting a written request (signed by candidate and parent/guardian) to the Principal.
- Once the free exit window closes, no withdrawal is permitted until Phase-III.
- Candidates availing free exit become ineligible for further counselling rounds.

University Fee & Reporting
Allotted candidates must download their allotment order after paying a University fee of ₹12,600, and report to the allotted college with original certificates within the notified schedule. Verification of certificates will be done at the college; discrepancies will lead to cancellation of the provisional allotment.

Sliding Between Competent Authority Quota (CQ) and Management Quota (MQ)
- Candidates can upgrade from CQ/MQ Phase-I to Phase-II, and Phase-II to Phase-III, but not beyond Phase-III (Mop-Up Round).
- Cross-movement between CQ and MQ across phases is permitted under specific conditions, with the earlier seat treated as vacated.
Conversion Rules (After Stray Vacancy Round)
Unfilled seats undergo a structured conversion process — female seats convert to general seats, SC/ST groups convert sequentially, BC sub-categories convert in order, and ultimately unfilled OC-local seats convert to OC-unreserved. This conversion procedure does not apply to horizontal reservations like PwBD, NCC, CAP, Sports & Games, Scouts & Guides, and PMC.
