KEA UGNEET NRI Quota 2025: The Karnataka government has introduced a 15% Non-Resident Indian (NRI) quota in its government medical colleges for KEA UGNEET 2025. This is the first time such a provision has been implemented in the State’s public institutions.
The announcement was made by Sharan Prakash R. Patil, Minister for Medical Education, at a press conference. The development comes in the wake of the National Medical Commission (NMC) sanctioning 450 additional MBBS seats for the State, fulfilling a long-standing demand from medical education stakeholders.
KEA UGNEET NRI Quota 2025: 15% NRI Quota with Fixed Fee
Of the 450 newly sanctioned seats, 15% have been reserved for NRI quota admissions, with a fixed fee structure of ₹25 lakh per seat.

“This will help government medical colleges become more financially self-reliant instead of depending heavily on State grants,” Dr. Patil said.
The quota will be active from the academic year 2025-26. With the additional MBBS seats, Karnataka’s total medical seats will rise to 9,663.
In the first round of seat allotment after NEET UG 2025, 9,263 seats were offered; the additional 400 will now be incorporated into the seat matrix.
NMC Approves 450 Additional Seats
The newly approved 450 seats by NMC have been equally distributed across major government medical colleges in the State. Each of the following institutions will receive 50 additional seats:
- Bangalore Govt Medical College
- Mysore Medical College
- Belgaum Institute of Medical Sciences
- Gulbarga Institute of Medical Sciences
- Chikkaballapura Institute of Medical Sciences
- Hassan Institute of Medical Sciences
- Raichur Institute of Medical Sciences
- Vijayanagar Institute of Medical Sciences
In addition, the Moorusavira Mutt-run medical college in Hubballi has also been granted 50 extra seats, boosting its intake capacity.
National Context
Earlier this year, NMC Chairman Abhijit Chandrakant Seth announced the addition of 8,000 MBBS seats nationwide to expand access to medical education. Following the announcement, Karnataka submitted a proposal to secure a larger share of these seats, citing rising demand.
“The number of students aspiring for medical education increases every year. Many meritorious students cannot afford the high fees of private colleges. Hence, we appealed for more seats, and I am glad our request has been approved,” Dr. Patil said.
Karnataka New Initiatives Announced
With the seat expansion and quota announcement, the Minister proposed many initiatives aimed at enhancing medical and healthcare education in the State:
- A Skill Summit, modelled on the Bengaluru Tech Summit, to be held on November 4-6, 2025.
- A job fair in Mysuru after the Dasara festivities, with registrations opening soon.
- A Nursing Summit in October 2025, followed by an international roadshow to promote the upcoming job fair.
Implications of 15% NRI Quota in GMC
The decision to introduce an NRI quota in government colleges is expected to:
- Generate additional revenue for government medical colleges.
- Reduce financial reliance on State grants.
- Provide opportunities for NRI students to access public institutions with better infrastructure and faculty.
However, education experts suggest that the move must be carefully monitored to ensure that merit-based admissions for Indian students are not adversely affected.
With Karnataka now having the highest number of government MBBS seats in South India, the reforms are seen as a major step towards balancing access, equity, and financial sustainability in medical education.
