The NEET UG 2025 result has been officially declared, and the most crucial phase now begins: MBBS admission counselling across India’s government and private medical colleges. What is the All India Quota (AIQ)? — 15% Seats in Government Colleges

Under the All India Quota, 15% of all MBBS seats in every government medical college in India are set aside for students from any state.

Who conducts AIQ counselling?

• The Directorate General of Health Services (DGHS) conducts AIQ counselling through the Medical Counselling Committee (MCC) on mcc.nic.in.

Who can apply?

• Any student who qualifies for NEET UG can apply, regardless of which state they belong to.

  Example:
  • In Uttar Pradesh, it is DMET (Directorate of Medical Education and Training), Lucknow.

Who can apply?

• Only students with valid domicile/residence certificates of that state.

What About Private Medical Colleges?

Are there NRI Quota seats too?

• Yes. Many private colleges offer NRI Quota seats, which have different fee structures and documents required, such as a passport, sponsor documents, etc.

Understanding Closed State vs. Open State for MBBS Admission

Many students want to know whether they can apply to government medical colleges in other states under the State Quota. This depends on whether a state is “Open” or “Closed.”

What is a Closed State?

A Closed State allows only its domicile students to participate in MBBS counselling under the State Quota.
Outsiders cannot apply, even if they scored well in NEET.

Examples of Closed States (typically include):

• Maharashtra
• Tamil Nadu
• Gujarat
• West Bengal
• Bihar

Implication:

What is an Open State?
