The Directorate of Medical Education (DME), Government of West Bengal, has published a detailed Notice cum Information Bulletin on August 11, 2026, laying down the complete guidelines, eligibility criteria, and document requirements for NEET UG 2026 Counselling in West Bengal for admission to Under Graduate Medical and Dental courses under State Quota, Private College Management Quota, and NRI Quota seats for the 2026-27 session.
The bulletin, issued by the West Bengal Medical Counselling Committee (WBMCC), outlines separate eligibility norms and processes for each quota category.
1. State Quota — Domicile Requirement
Candidates applying under State Quota must be domicile of West Bengal (either the candidate or parent). Domicile can be established through:
- Proforma a1 – Continuous WB residency for 10+ years (as on 31.12.2025), with Class 10 & 12 from West Bengal.
- Proforma a2 – Similar residency criteria for candidates passing 10+2 in 2026 from WB.
- Proforma b – For candidates whose parents are permanent WB residents, even if the candidate studied outside the state.
- A valid e-District domicile certificate is also accepted.
Domicile certificates must be signed by authorized officials (District Magistrate, SP, Commissioner of Police, Judicial Magistrate, etc.); certificates from MLAs, MPs, or municipal councillors are not accepted.
2. Private College Management Quota
Open to NEET UG 2026 qualified candidates meeting category-wise cut-off percentiles (UR/EWS: 50th; PwD: 45th; SC/ST/OBC: 40th). Domicile is not required for management quota seats, and allotment is based purely on merit rank, with no caste or PwD reservation.
3. NRI Quota
Candidates seeking NRI/PIO/OCI status must declare this during registration and cannot simultaneously opt for State or Management Quota. Verification of NRI documents will be provisional at the admission stage, cross-checked with the concerned embassy/mission.
Security Deposit Requirement
To curb seat wastage, candidates filling choices for:
- Private College State Quota only → must pay Rs. 2 Lakhs security deposit
- Private College Management Quota (with/without State Quota) → must pay Rs. 5 Lakhs
This amount is adjusted against course fees upon allotment, or refunded after the entire counselling process concludes — subject to conditions like non-reporting, seat surrender, or re-registration.
Caste & PwD Certificate Norms
- OBC certificates must be issued within West Bengal, along with a Non-Creamy Layer (NCL) certificate dated on or after 01.04.2026.
- Candidates without valid WB-issued caste certificates will be treated as Unreserved, provided they meet the UR cut-off (50 percentile).
- PwD status will only be recognized if certified by the Primary Medical Assessment Board at NRS Medical College, Kolkata, or other MCC-designated centres.
Eligibility Criteria
- Minimum age: 17 years by 31.12.2026
- Qualifying marks in 10+2: 50% (UR/EWS), 40% (PwD/SC/ST/OBC) in PCB combined, with individual pass in Physics, Chemistry, Biology & English
- Medical fitness certificate from a Registered Medical Practitioner is mandatory
Counselling Fees
- Rs. 2,000/- for Unreserved candidates
- Rs. 1,500/- for SC/ST/OBC/PwD/EWS candidates (Non-refundable; paid online via debit/credit card, net banking, or UPI)
Process Flow (Each Round)
Online Registration → Fee Payment → Candidate Profile Letter Generation → Physical Document Verification → Choice Filling & Locking → Seat Allotment → Second Verification at Allotted College → Admission
The bulletin also details document checklists separately for State Quota, Management Quota, and NRI Quota, along with rules for seat surrender, non-reporting penalties, initialization for re-registration, and conversion rules for vacant reserved seats in Round 3 (e.g., UR PwD→UR, SC↔ST).
Special mention is made of donor/trust quota seats (e.g., Nepal-based trusts for MCH and RG Kar MCH Kolkata) and central pool seats in Burdwan Medical College, Bankura Sammilani Medical College, North Bengal Medical College, and Dr. R. Ahmed Dental College — both of which remain outside the WBMCC online counselling purview.
