New Delhi: The Hamdard Education Society (HES) has refuted recent reports on financial irregularities as the cause behind the exclusion of 150 MBBS and 49 postgraduate (PG) medical seats at the Hamdard Institute of Medical Sciences & Research (HIMSR) for the 2025-26 academic year.
Financial Diversion Allegation
Against media claims that a ₹813 crore diversion flagged by the Comptroller and Auditor General (CAG) led to the seat cancellation, HES clarified:
- The issue results from Jamia Hamdard University’s unilateral withdrawal of affiliation from HIMSR on June 6, 2024, violating a Delhi High Court status quo order.
- No penalty or warning was issued by the National Medical Commission (NMC) regarding financial compliance.
- Audits by major firms, including PwC, show no evidence of wrongdoing, and the ₹813 crore claim is labelled “baseless and misleading”.
Why Seats Were Withdrawn
- The seat exclusion surfaced when the Medical Counselling Committee (MCC) listed zero seats allocated to HIMSR in its NEET UG Seat Matrix, alongside eight other institutions nationwide.
- According to HIMSR, the seat matrix issue is tied directly to the affiliation dispute being examined in court.
- HIMSR emphasised that it continues to maintain its NMC recognition and institutional accreditation despite the temporary exclusion from seat allocation.
What the Society Reaffirms
- HIMSR remains a fully accredited and compliant medical institute, currently unaffected in terms of recognised status.
- Not all current students are impacted by this administrative issue, and academic operations continue as usual.
- HES has pledged to resolve the matter via legal channels and will update stakeholders as developments occur.

- Affiliation clarity is non-negotiable; medical colleges cannot function independently of their parent universities.
- Infighting between sponsoring bodies and universities can impact seat availability and student careers.
- The case raises a demand for greater transparency in seat audits and notification processes from regulatory bodies.
Important Instruction for Students
- The seat suspension is linked to an affiliation dispute, not financial misconduct.
- HIMSR remains operational and accredited, with remedial legal action underway.
- Students and parents should track official updates and not rely on speculative or sensational reporting.
- If resolved, HIMSR may re-enter NEET UG 2025 Counselling rounds, monitor the Medical Counselling Committee (MCC) updates and NMC notifications closely.
