Registration Fees

Registration is complete only after payment of two kinds of fees:

A. Non-refundable Application Fees:

  • ₹2,000 (₹1,500 for ST/SC candidates) for State Government seats
  • ₹2,000 for Private (Management and NRI quota) seats at SAHS
  • ₹4,000 (₹3,500 for ST/SC candidates) for candidates applying for both Government and Private (Management/NRI quota) seats

B. Refundable Security Fee: ₹15,000 for all categories – refunded after completion of all rounds of counselling, subject to fulfilment of relevant conditions.

No separate fee is charged for Choice Filling.

Key Instructions

  • Merit list for Round 2 will be prepared only from candidates who have successfully filled their seat choices for this round – choices filled in any previous round are not valid for Round 2.
  • Candidates who exercised the “Float” option in Round 1 and wish to upgrade, as well as those whose Round 1 seat was rejected or surrendered, are eligible for upgradation to a higher-preference seat, subject to merit, choice preference, and seat availability.
  • If a candidate is allotted a new seat in Round 2, their previously allotted seat in Round 1 is deemed vacated and made available to other eligible candidates in the same round.
  • Security deposit will be forfeited if a candidate fails to join the institute after seat allotment in Round 2.
  • Re-categorization, modification, or alteration of particulars entered during registration is strictly prohibited across the current and all future counselling rounds.

Freeze vs. Float Options

After seat allotment, candidates must choose one of three options: Freeze, Float, or Reject.

  • Freeze Candidates: Do not want to upgrade and wish to retain their allotted seat. They must physically report with original documents at the allotted Medical/Dental College for Round 2.
  • Float Candidates: Wish to give willingness for upgradation in the next round via online mode only. They do not need to report physically and must download the “Provisional Admission Letter” from the portal after verification by the respective institute. Exception: Candidates allotted seats at the Regional Dental College (RDC), Guwahati must mandatorily report physically for document verification, regardless of Freeze/Float status.

Seat Withdrawal (Resignation/Surrender) Process

  • Freeze Candidates: Must visit the allotted institute physically and submit resignation within the stipulated time period to be eligible for the next round.
  • Float Candidates: May submit an online seat surrender request through the prescribed template on the counselling portal within the stipulated time.

In both cases, once a seat is surrendered/resigned/rejected, the candidate will have no claim on that seat and will forfeit the refundable security deposit.

Other Important Points

  • Seat allotment will be based on the Manipur Medical MBBS/BDS/BASLP (Selection of Candidates for Nomination) Rules, 2021 and its Amendment Rules, 2025.
  • Candidates must ensure the mobile number and email ID furnished during registration belong to themselves or their parents/guardians, as DME will communicate only via SMS/email on these details.
  • Applications once submitted cannot be withdrawn; mere fee deduction from the bank account is not proof of payment – only the Acknowledgement Slip of Registration confirms it.
  • The available seats for Round 2 will be notified separately.
  • The DME reserves the right to alter, amend, or modify any instructions/guidelines, and its interpretation shall be final and binding.
