MCC NEET UG Counselling 2025: The Medical Counselling Committee (MCC) of DGHS, Ministry of Health & Family Welfare, conducts 100% centralised online counselling for MBBS seats in all Deemed Universities across India. This centralised process, mandated by the Supreme Court in the landmark Dar-Us-Slam Educational Trust & Ors. vs. Medical Council of India & Ors. case, ensures a uniform, transparent, and merit-based admission system.

In line with later Supreme Court directions, MCC now conducts four counselling rounds for Deemed Universities, giving aspirants multiple opportunities to secure a seat.

(1). Unified Counselling: DGHS will conduct common counselling for All India Quota (AIQ) seats in government medical colleges and deemed universities, including minority institutions.
(2). State Quota Counselling: State Governments will handle counselling for State Quota seats, including minority colleges. Students must prove minority status and agree to join such institutions.
(3). Two-Round Limit: Only two rounds: one for AIQ (DGHS) and one for State Quota (state authority).
(4). No Withdrawal After Round 2: Students allotted AIQ seats in the second round cannot vacate them. Those in deemed universities can’t join further rounds.
(5). Fee Transparency: Counselling notices must display fee structures, and students must agree to pay before admission.

The 2017 ruling still shapes medical admissions. In 2023, the Supreme Court reaffirmed the no-withdrawal rule for AIQ seats, following this judgment.

Supreme Court Directions on Deemed University Counselling

In its order dated 12th December 2022, in I.A No. 132614/2022 in W.P (C) No. 267/2017, the Supreme Court directed that:

  • Four Rounds of Counselling: Round 1, Round 2, Round 3, and the Stray Vacancy Round for 100% seats in Deemed Universities will be conducted by MCC under the All India Quota (AIQ).
  • Stray Vacancy Round Online: MCC will conduct the stray vacancy round completely online, eliminating offline admissions.

Effective from: Academic Year 2022-23 onwards.

Eligibility for Deemed University MBBS Counselling

  • NEET UG Qualified: Candidate must qualify for NEET UG conducted by the National Testing Agency (NTA).
  • Domicile-Free: Any NEET-qualified candidate from India or abroad can apply (including candidates from Jammu & Kashmir).
  • OCI Cardholders:
    • As per the Supreme Court judgment dated 03.02.2023 (W.P (Civil) 891 of 2021, Anushka Rengunthwar & Ors. vs Union of India & Ors.), OCI cardholders will now be treated at par with Indian citizens for MCC counselling.
    • Eligible for both UR (General) and NRI quota seats.
    • No reservation benefits for OBC/SC/ST/EWS/PWD in Deemed Universities.

Reservation Policy for Deemed Universities

Unlike government institutions, there is no OBC, SC, ST, EWS, or PWD reservation in Deemed Universities under MCC.

However:

  • Some Deemed Universities have Minority Reservations:
    • Jain Minority
    • Muslim Minority
  • Candidates must verify their eligibility for such categories directly with the concerned university before applying.

Seat Matrix for Deemed Universities

  • The Seat Matrix is published by MCC before the start of counselling.
  • It includes:
    • General (UR) Seats
    • NRI Quota Seats
    • Minority Quota Seats (if applicable to that university)

Special Category Seat Conversion Rules

To avoid wastage of seats:

  • Jain Minority / Muslim Minority / NRI Seats remaining vacant in Round 3 will be converted into General Deemed University Seats after exhausting eligible candidates in those categories.
  • This conversion happens only in Round 3.

  • OCI Rights Restored: OCI cardholders with status before 04.03.2021 have all rights previously granted, including UR and NRI quota eligibility.
  • No Domicile Restriction: Any NEET-qualified candidate can apply, regardless of state.
  • Counselling is 100% online: From Round 1 to Stray Vacancy, no physical reporting is required except at the allotted college after seat allotment.
  • No State Quota Seats: All Deemed University seats come under MCC AIQ.
