- A Candidate Who has completed MBBS from any institution recognized by the National Medical Commission (NMC) and their parents hold a resident certificate. It is mandatory to complete a compulsory Rotatory Residential internship on or before March 31, 2022.
- The candidate should be registered with the state Medical Council/Medical Council Of India.

Step-1: Counselling Registration through Online
Admission Seekers can apply online mode by visiting the website- dmer.haryana.gov.in/
Step-2: Online Security Money Payment
- Candidates willing to attend the counselling process to grab their PG Medical seat in the desired Medical College must pay the required Security money fees discussed on the official website.
- After paying security money and the state merit list has been declared, the online seat choice filling option will be available as per the earlier schedule.
- The applicant would be able to take a printout of their online payment receipt.
Step-3: Merit Declaration
- For Inter-se rank in State merit list, reference shall be NEET-PG 2022
- The final merit list will be prepared per the provisions (Displayed on the website).
Step-4: Online Choice filling
Visit the website- dmer.haryana.gov.in/
- Click on the choice filling.
- Choice Filling Procedure:
– Login for choice filing by using your NEET roll number and password created at registration.
– Choice filing can be done in several sessions but remember to save and continue; otherwise, you’ll lose your work.
– The choice filling will not be complete until you finally submit and lock. No changes will be possible after locking the choice. - Step-5:- Seat allotment

2. If you accept the allotment letter:-
- But do not join or resign after joining. You’re eligible for second counselling but will forfeit your security deposit.
- Join the college you’ll remain eligible for second counselling to upgrade your seat without losing your seat. If your seat is elevated, then the previous allotment will be automatic.
- The online process will do the seat allotment on a merit cum option basis.
3. Physically disabled category candidates are required to be physically present before a medical board constituted by dates will be available on dmer.haryana.gov.in/.
4. Candidates eligible for the reserved category will be given admission as per rules of the state government, applicable on the date of counselling.
5. OBC candidates covered by the provisions of the creamy layer will not be entitled to the benefits of the OBC category.
6. Candidates who fail to produce required original documents at the time of admission or, if any, concealment or falsification of facts comes into the light at the time of admission and after that during the study will not be entitled to any benefit of having appeared in the entrance examination. Any use of acquiring a seat Legal action would be taken against such candidates.
7. Candidates will be checked for their identity at admission. If it does not match, it will be considered unfair, and their candidature will be cancelled. Additional legal action would be taken against such candidates.
8. If a candidate does not participate in online counselling or does not join the allotted seat by the due date, they shall forfeit any right of admission based on said counselling/allotment.
9. The option once exercised by the candidate in the online counselling cannot be altered under any circumstances.
10. No request for re-allotment of seats allotted in the first and second rounds will be entertained.
Haryana NEET PG Counselling 2021 Round 2 Important Instruction (Out)
- The candidates who have already registered for the first round and wish to participate in the second round shall not be required to register again. The candidates who have got their document verification done during the first round of counselling are not necessary to get their documents verified again.
- The candidates who have been allotted seats in the first round of counselling shall have to give their willingness/option to upgrade themselves in the second round of counselling online. They shall not be considered eligible for the second round of counselling.
- The Candidates who have joined on the allotted seat in the first round shall have a right to the already allotted seat, and this shall be changed only if they get updated and opt for a seat during the second round. However, the candidates who wish to participate in the 2nd round of online counselling will have to submit their preferences/choices afresh. Candidates, who have been allotted, seats in the first round should give fresh choices in order of preferences for the seats in which they wish to upgrade themselves.
- All candidates {already registered (irrespective of their admission status) and freshly registered candidates} who wish to participate in the second round of counselling and want to opt for State Quota Seats in only Government/Government aided Medical Colleges or Post MBBS DNB/Post MBBS Diploma/Post Diploma DNB seats in Civil Hospitals shall be required to deposit online an amount of Rs.25,000/- (Rs.12,500/- for SC/BC/EWS/PWD of Haryana state). Suppose the candidate wishes to also opt for State Quota Seats/Management Quota Seats in Private Medical Colleges, including Private Universities. In that case, they shall have to deposit an amount of Rs.2.00 Lakh online. This facility shall be available in the login ID of the candidates.
In case of failure of any registered candidate (whether freshly registered or the candidates who were allotted seats in the 1st round and want to upgrade their headquarters in the 2nd round) to deposit the requisite security amount, they will NOT be considered eligible to participate in the 2nd round of counselling.
- If the candidates join on the allotted seat, this amount shall be adjusted in the fee of the first year of the PG Course.
- If the candidates are allotted any seat as per their preference, but they do not join on the allotted seat, the security amount shall be forfeited. However, these candidates will be eligible to participate in the mop-up round.
- The Security amount of the candidates who are not allotted seats during the 2nd round shall be returned after completing the counselling process.
- The candidates who join the allotted seats in the 2nd round of counselling will not be eligible to participate in further rounds of counselling.
The candidates who join the seat allotted to them during the All India Quota/Any State upto the 2nd Round of Counseling shall not be eligible to participate in the second round. The candidates will have to give an undertaking regarding the same. The same shall be available in the candidates’ login ID, failing which the candidates’ candidature will not be considered.
Note:-
The choices filled by the candidates for the first round of counselling shall be treated as null and void, and the candidates will have to fill in new options to be eligible for participating in the second round of counselling. The above instructions should be read along with the Admission Notification dated 03/09/2021.
