The Department of Medical Education & Research, Government of Punjab, has issued a new notification laying out the complete admission criteria for MBBS and BDS courses in the state for the 2026 session onwards. The notification (No. MER-HTH305C/9/2024-5HB3/I/1443408/2026) supersedes all earlier admission notifications for the state and will govern seat allotment in every Government and Private Medical/Dental Institute in Punjab, including institutes under private universities and minority institutions.

Who Will Conduct the Counselling?
All admissions to Government Quota, Management Quota, NRI Quota and Minority Quota seats will be based purely on NEET UG merit. The Government of Punjab has authorised Baba Farid University of Health Sciences (BFUHS), Faridkot, to conduct centralised counselling for all these seats. Candidates will apply on the specific proforma to BFUHS after the declaration of the NEET result, except for All India Quota seats, which continue to be filled separately by the Medical Counselling Committee (MCC), DGHS.
Out of the total seats in Government Institutes, 15% (All India Quota) will be filled by MCC, while the remaining 85% will be filled by the Punjab Government’s own Admission Committee as per NEET merit.
Eligibility for State Quota
A candidate is eligible for the Punjab state quota if they meet any one of the following:
- Are a Citizen of India
- Have passed 10+1 and 10+2 from a school in Punjab, or
- Were born in the state of Punjab, or
- Are a permanent resident of Punjab
The notification also defines “permanent resident” in detail, covering candidates who studied in Punjab for 5 years (or 2 years immediately before the qualifying exam), children of Punjab/Central Government employees posted in or connected with Punjab affairs, children of Punjab Government pensioners, and those who have resided or worked in Punjab for at least 5 years.
In addition, wards of defence personnel posted in Punjab, NRI category candidates, and minority community candidates competing for minority quota are also eligible.

Hostel fee (room rent, electricity and utensils) is fixed at ₹19,800, with a 5% annual increase from the 2015 base year.

f) SGRDUHS Amritsar & CMC/CDC Ludhiana
SGRD University, Amritsar will charge ₹12,06,000 in the 1st year for MBBS (rising to ₹16,00,000 by the 5th year), with a 10% annual increase, for both Open and Minority Quota students. Christian Medical College (CMC) and Christian Dental College (CDC), Ludhiana, being minority institutions under a Supreme Court order, are permitted to charge ₹6.60 lakh per annum for MBBS and ₹2.20 lakh per annum for BDS, with a 10% yearly increase.
All fees mentioned above are subject to change as per future Government notifications.

The same reservation structure also applies to state quota seats in Private Medical/Dental Institutes, with an additional 1% reservation for migrants from Jammu & Kashmir displaced due to terrorist violence.
NRI Quota Seats
- 15% of seats in all Private Institutes, Guru Gobind Singh Medical College Faridkot, and AIMS Mohali
- 13 seats each in Government Medical College, Patiala and Amritsar
- 3 seats in Government Dental College, Amritsar
- 4 seats in Government Dental College, Patiala
NRI seats are filled in order of preference – first to NRIs/children of NRIs originally belonging to Punjab, then to those from other Indian states. OCI/PIO candidates are considered only under the 15% NRI Quota.
Service Bond for MBBS Candidates
Candidates admitted to the MBBS course in Government Medical Colleges of Punjab, under either the State Quota or All India Quota, must execute a Service Bond of ₹20,00,000 (Rupees Twenty Lakh). The mandatory service obligation is:
- 2 years for candidates admitted under the State Quota
- 1 year for candidates admitted under the All India Quota
Candidates who fail to join, complete, or comply with the bond terms will be liable to pay the full bond amount of ₹20 lakh, in addition to any other action permissible under law.
Key General Conditions
- The combined merit list, along with category-wise merit lists, will be displayed on the BFUHS website at least 7 days before counselling.
- Admission will be made only to institutes approved by all concerned authorities before the first counselling round.
- Vacant seats under any reserved or minority category will be transferred to the General Category as per MCC guidelines.
- Candidates must upload their 10+1 and 10+2 certificates on the BFUHS Portal.
- The Administrative Secretary, Department of Medical Education & Research, Punjab, is the competent authority for resolving any dispute arising from this notification.
